R can import SPSS files quite easily, using the package foreign and the read.spss command. It usually works quite well out of the box, so well that I usually choose the SPSS file when downloading secondary data (hint: look at the argument use.value.labels depending on how you want your data).
The portable file (* .por) is an old format used for compatibility in different versions of SPSS and different OS. Its current use is not recommended by several limitations, including: shorten variable names, change the file encoding (not support unicode), recoded variable information, etc.

Herein, is presented one of the first series of patients both hospitalized [5, 6] and discharged with COVID-19 with electrocardiographic surveillance using a portable ECG recorder [7]. The device proved to be useful for ECG monitoring in these patients, detecting ECG anomalies of enough importance to promote a change in management in 17.4% of them. These anomalies consisted not only in QTc interval prolongation, but also in PR interval prolongation and atrial arrhythmias. These small, light gadgets allow physicians to quickly perform an ECG to a high number of patients, including the monitoring of outpatients. These characteristics were determinant to ensure safe management in the first wave of the COVID-19 pandemic, when an enormous number of patients overtook available resources.
PSPP can import Gnumeric and OpenDocument spreadsheets, Postgres databases, comma-separated values and ASCII files. It can export files in the SPSS 'portable' and 'system' file formats and to ASCII files. Some of the libraries used by PSPP can be accessed programmatically; PSPP-Perl provides an interface to the libraries used by PSPP.
Patients in ICUs often require neuroimaging to rule out a wide variety of intracranial problems. CT may be available in the ICU itself, but MRI has greater sensitivity for many conditions that affect the brain. However, transporting patients who are on ventilators and other life-sustaining devices is a labor-intensive process and involves placing the patient at risk for adverse events. This is a report of portable MRI in a clinical setting.
In this case series of patients, use of portable MRI has been found to be safe, feasible, and led to changes in clinical management based on imaging results. However, future studies comparing results with other imaging modalities are required to understand fully the extent of its clinical utility.
I had the exact same issue with data from the ESS site (European Social Survey), and solved it following a hint in read.spss help.Using package memisc instead, you can import a portable SPSS file like this:
The importer mechanism is more flexible and extensible than read.spss and read.dta of package "foreign", as most of the parsing of the file headers is done in R. They are also adapted to load efficiently large data sets. Most importantly, importer objects support the labels, missing.values, and descriptions, provided by this package.
